On February 14th 2002 the Czech President Vaclav Havel signed the "Law on the Protection of the atmosphere", which came into force on 1st June 2002 and covers the problem of different types of air pollution, including light pollution. Light pollution is defined as "any kind of artificial light that is scattered outside the area to which it is addressed, especially if it is directed above the line of horizon." According to this law, the Czech people and organizations are obliged to "take measures to prevent the light pollution of the atmosphere." These actions are to be taken by mounting light sources that emit no light above the line of horizon. Individuals and organizations not applicable to this law shall be the subject to a fine ranging from 500 to 150,000 CZK.
